I think it's not a good idea for the Council/District to tax participants
to cover "overhead" or to make a profit. I have chaired several
District events and my wife has chaired Pow Wow so I'm pretty
sure I know how Crossroads of America Council operates.
In CAC, the council gets its funds from popcorn sales, several
fund raisers, FOS, United Way, etc. Participants at activities
are charged only enough for the activity to break even. That means
we divide the cost of materials used, patches, rental fees
and so forth by the estimated number of participants. Sometime
we go over and sometimes we go under.
A couple of years ago, CAC did tack on a $1 per person fee at
recharter for council wide insurance. This eliminates charges for
per event insurance and eliminates the need for each unit to
purchase insurance.
