I think that what varies is the %. I know that there have been some
responses on the list already (the problem of getting it Digested).

In my Council the amount is 15% of the gross INCOME. It goes to overhead.
Now, I ran a "preconference" for one of my professional associations and
there the overhead is 18% of income.

In my council, you begin by estimating income, then the overhead, then you
get to the expenses including $1.00 per person for property insurance AND
$.35 per attendee per day for other insurance ------and that only if the
units show their policies!

However, we are not (yet) charged for the use of Council camps (although
building charges will be a dispute for the fall camporee in my district --
I am the chair), so I guess we come to the good. We still can do camporees
for $8.00 /head with 2 nights camping (Friday/Saturday) and patches for
each event including special staff patches.

On the other hand, we don't sweat it if we go over budget......what are
they going to do, bill the attendees extra? NOT! In our case, once the
budget is approved, that is the last that the chair sees of it!
