Only if the Chartering Organization is an organization for which
donations are deductible (like a school, church, etc.) For example,
donations to a unit chartered to a Kiwanis Club would NOT be deductible
AFAIK.

If the C.O. is eligible to recieve deductible contributions, there is no
need to "take deductions" as they don't pay taxes. If they aren't, then
the donation isn't deductible anyway.
