Kevin,
I have had the same problem off and on. I encourage the boys to
form patrols among themselves. Each has its own identity and this
seems to work well. I try to give a little guidance to the PL's in
terms of mixing the active boys with the less active and mixing
ages, but overall they live with whatever they come up with. My one
attempt at a New Boy Patrol was a dismal failure. Let them pick
and it will all work out. In the beginning they will all be the same
ages, but the next time you pick (usually in 6 months) they will
integrate themselves.
