No. The Scout could go with a friend, without any leaders present.
This is one of the things that do NOT require adult leaders present.
The Guide to Safe Scouting reads (in part):
There are a few instances such as patrol activities, when
no adult leadership is required.
An in-town hike would fit this exemption. I've had Scouts do this in
town without leaders. They hiked from a National Monument in front of
the Jewish Community Center to a Veteran's Memorial and back.
You could also have a Scout and his parent take a hike together. One of
my Scouts just finished Hiking MB. All of the hikes were taken with his
dad, AFAIK. The 25 miler was along the Ohio Canal Towpath, I believe.
The Guide to Safe Scouting DOES say:
Safety rule of four:
No fewer than four individuals (always with the minimum
of two adults) go on any backcountry expedition or
campout. If an accident occurs, one person stays with the
injured, and two go for help. Additional adult leadership
requirements must reflect an awareness of such factors as size
and skill level of the group, anticipated environmental conditions.
and overall degree of challenge.
But note that that refers to backcountry or camping.
