They should not be, but they can.

They fly on separate poles with the top "ball" or "pin" (I forget
what the technical term is) of the US flag taller than those other
countries.

The US flag is always flown on it's right. It really depends on the
way the flag poles are arranged and where the US flag is placed.

A good source for this is the BSA publication called "The Flag".
I've got one, but unfortunately, it's boxed up. Anyone else have a
copy of this handy???
