activitiy fees

Our Council has a 17.5% activity fee that is tacked on to all activities for
our scouts. The 17.5% is for intangibles and is added on after all the
materials are paid for which is everything!

I have a problem with this as we provide the trained leaders to run the
activities. Then they turn around and charge our scouts to attend. This is
added on to everything. the 17.5% is a bit steep when applied to our ski
outing lift ticket which runs $20, at group rate, bringing the total to $23.50
without adding the tangible charges. Adding a patch added $2 more to the
cost. They made money there too.
Last year with 250 skiers they had to profit $1,000 after expenses.

I can see adding a $1 or $2 for insurance but 17.5% seems a bit steep. This
is apparently added to the Jamboree trip fee also.

How does this work elsewhere?
