I think the confusion comes from what is actually *on the shelves*
as opposed to what is "coming to the shelves" within a few weeks.
Most Councils have received several "proof copies" of the new Scout
Handbook, and instead of keeping those puppies around in the "Scout
Executive's suite", they have decided to put them out where
volunteers can SEE what's coming. Good move on their part; bad
move for people like me waltzing into the office and seeing the new
items on the shelves.
The New Scout Handbook is supposed to be released somewhere over
the winter holiday season...the date that all local Councils will
receive the books is still 1 Feb 99.
The new Troop Committee Guide and Scout Leaders' Handbooks (two
publications) are being released now. There has been some local
Councils' Scouters reporting here that their Council has ALREADY
received the new Troop Committee Guide (in the new 8x11 holepunched
version!) and are looking through it to see "what's new" besides
the new size. The Scout Leaders' Handbook (I'm hoping that it will
remain the Scoutmaster's Handbook), also in 8x11 format, has NOT
been shipped yet, and my *thinking* is that National will hold off
on it until it gets closer to the shipping date for the Scout
Handbooks, thereby putting them both out at the same time. I too,
have received private notes saying that they are in some local
Council's trading posts...but again, I haven't been able to confirm
it through their Council offices and some have copies brought back
from the All Hands Conference by professionals whom chose not to
keep their proof copies.
Need a binder?? Yes, you will...and the BSA has already shipped
extras of the old red and blue binders with the "bend in the
middle" so that you can stand the Handbooks up like a podium to
local Councils. There's also supposed to be a really NICE binder
coming designed for the new Handbooks....I got a note from someone
at the Supply Division on Monday saying that "I need to save some
money for the binders to give them to Scouts for school..." They
are supposed to be really nice and trendy. We'll see. A PRIVATE
firm is also developing a special "leaders' binder" for adult
Scouters to use as well.
(I guess it's time for me to develop a new use for the EagleTips
binders that I still have around here!!)
The Cub Scouting handbooks are already out and the Boy Scout
Requirements Booklet will be out also at "winter break" time.
There's supposed to be a lot of insignia stuff coming also in late
October/first part of November.
A lot of this "push" is due to all of us, gang. We've been asking
our local Councils for the new stuff, and they in turn have been
summarizing that "the natives are restless" to National and to
their Region. National has been sending periodic "no, not yet"
notes to the local Councils, including a special "poster" of sorts
that explains the new publications and their release dates. I
would be willing to bet that the same "poster" ends up in the
October edition of _Scouting_.

We all have to use the old syallbi ONE MORE TIME, Dewitte!!
Hopefully, after this fall, the changes will be complete, the new
publications sent to the field, and our Scouts and Venturers will
have new books to write their names in, get wet and muddy, and
later put on their shelves and say "that's MY Scout Handbook,
buddy..."
In the meantime, we need to be patient and wait it out. And if
your Council DOES have the new books in, please do us all a favor
and let us know here!!
I wonder if the Mead Company is still open?? *broad smile*
(the Mead Company, for those not aware, is the nation's leading
supplier of binders, notebooks and accessories for them. They carry
a broad line of those products, some of which are available in
local retail stores like K-Mart and Walmart. My "four pounder"
binder as well as my old Commissioner's binder came from them. And
no, I don't do any work for them nor do I have stock in them...but
wish I did.)
