Your SM Is wrong, but he's not the only one that doesn't understand the
rules. John Dalrymple said he still gets the occasional call from
someone saying "What do you mean he needs Family Life MB to become an
Eagle Scout?"
Scouts will have until April 1, 1999, to complete requirements to
advance ranks (except Boards of Review which can be after that date)
using the current requirements. After that date they MUST use the new
requirements.
On the OTHER hand, once a Scout begins working with a Merit Badge
Counselor on a MERIT BADGE, they may continue to use the requirements
that were effective at the time (Not necessarily the ones in the MB
Booklet - but the ones in the CURRENT Boy Scout Requirements book) until
they complete the MB.
