As long as a boy has proof that he earned his rank (i.e. Rank Card), I see
no issue. Personally, as a scoutnmaster for almost 12 years, I rarely use
the "sign off rank pages." I use the commercially available computer
programs to track progress, and the boys get a sheet at least once a month.

Hey Bob,
What happens when all of your Scouts' favorite pets accidentally eat those
sheets and your computer decides to go on vacation (permanently) and for
some odd reason all of the backups were stored next to an electromagnet? I
don't rely on a Scout's book either, but I do have several different
"backups." Not only do I track advancement electronically, I keep a standard
BSA recordbook, AND individual advancement cards.
Just a thought.
