It seems to me that the intent of this requirement (especially under the
4/1/99 requirements) is that ONE scout supervise the operation (i.e., serve
as cook with appropriate assistant cook, fireman, waterman, cleanup crew,
etc.). With a few exceptions, most patrol members don't advance in lock
step. If you're camping once a month, it only takes eight months to go
through a patrol of eight scouts if you cook only three meals each campout,
less if you cook six!

As for sharing the duties, whose decision was this--the scouts or the
adults?

During summer camp, we kept the same duties for one day (three meals--lunch
through breakfast next day). On a Friday evening through Sunday noon
campout, you could have two crews each handling three meals (although in
many units Friday evening meal would be a bag dinner and not a patrol
effort). Seems to me that Scouts should understand the need to perhaps
have less rotation when people are meeting First Class requirement. Or,
perhaps, the cook could stay the same and the other positions could rotate.

Note that the requirement says "on ONE campout . . ." I believe this
clearly indicates that completion of this requirement is not supposed to be
spread across several campouts. I think the intent is to have the scout
dealing with three meals and the complications thereof rather than dealing
with one meal at a time. It makes for a better learning experience! The
Second Class cooking requirement provides the development
opportunity--(assisting under current requirements, cooking one meal for
yourself under 4/1/99 requirements).
