Hmm...

1) Explain the situation to the Unit Commissioner. See if he or she can
attend a Troop activity or Troop meeting and talk to the Committee Chair
about this.

2) Run the Troop Junior Leader Training program. Have the CC take part,
conducting one of the activities EXACTLY AS GIVEN IN THE SYLLABUS, and stay
out of the rest of it. Make it the lunch activity, or afterwards, so the CC
ends up staying most of the day. This is a sneaky way of having your
Committee Chair get training without realizing it.

3) The preferable way to deal with this is to get the CC to take Boy Scout
Leader Training, but somehow I don't think that's likely.
