Is the glass half full or half empty?
Yes, the 50%ile rank is half way up the fitness scale, for youth of
that age, but I would expect scouts as a group to be significently above
the half way mark in physical fitness, since one of our aims is to
develope a boy's body. More to the point, the next requirement has the
scout develope an exercise program that brings himself up to the mark,
so he can pass this requirement in a few weeks.
A friend of mine worked for several months on chin ups and running to
pass the then Physical Development merit badge some 45 years ago. He
made it AND Eagle, but he worked for it.
