Your DE has probably only seen the four page handout which he received in
Nashville, which is all either Paul or I have actually seen.
However, at the national meeting, in May, where these things were first
discussed, it was reported by others that they were told there would be a 3
month transition period.
At the Philmont advancement session I am told that they were told there
would be a 1/1-4/1 transition period.
And, finally, both Paul Wolf and I have spoken to John Dalrymple, Director
of Advancement at national, who has confirmed to each of us that there IS a
transition period from Jan 1 to Apr 1 during which EITHER set of
requirements could be used.
John also confirmed to me personally that the criterion is WORK COMPLETED BY
4/1, not BOARD OF REVIEW by 4/1. This part would be consistent with EVERY
prior advancement change of which I am aware, including the addition of
Family Life. The original statement for FL was BOR by 9/1, but that was
ultimately changed to the work completed by requirement.
I am very comfortable with both the statements about both the transition
period and the work done by. The official announcements are going to be in
the next (Oct or Oct/Nov) issues of Scouting and Boys Life (we hope), and
hopefully it will be clearer there. Otherwise, the 1999 Requirements Book
will certainly have the transition rules, probably on the inside cover.
