Bruce,

According to our DE, the 4/1/99 date is correct, but no transition period.
The letter he received only stated the 4/1/99 date. Our interpretation was
that Eagle Board of Reviews before 4/1/99 used the current requirements,
those after 4/1/99 use the new. Did you see anything in writing.
