There could be a lot of reasons why. At the top of my list is that
the Cub isn't being challenged enough. My oldest son was like that
until I and his mother insisted that he be placed in more
challenging science and social studies classes. He is a 7th grader
but attends freshmen/sophomore science and social studies classes.
Second could be that he could be suffering physically. Have the
mom to take him to a doctor and have him medically cleared.
Third could be that school isn't special to him. Perhaps a change
in schools, even if that means that the Cub's mom or dad (or
trusted friend) takes him and picks him up from another school.
School districts will do this sometime on an "exception to policy"
basis if they can see that the change in scenery will increase his
skills and learning curve.

Could be a possibility too...that he's too tired to concentrate on
schoolwork or schooling period. Have her to try a different sleep
pattern too.
