Dr. Sucher writes that he might interpret the requirements for this badge
loosely.
I was thinking about flaming him on the "neither less nor more" issue. Then
I
remembered a dwarf that had been in our troop, and the way I handled him as
a
Webelos Den leader doing the "Fitness" activity badge. I modified the
requirements to
be appropriate to his physical development.
Now, perhaps for the Eagle Scout case I should move this on to the Council
Advancement Committee for a waiver. On the other hand, I knew this Scout
and his
medical condition far better than anyone on the advancement committee (and
probably two other physicians responsible for his "routine" care.). So if I
did,
I would also have proposed the remedy. That would be easy here in the DC
area, but might be different in parts of, say, Wyoming. There I would
lprobably
interpret the requirements liberally and sign the card if I thought he made
them.
