I disagree with postings which indicate a scout has satisfied Reqmt. #7
which calls for him to be evaluated above the 50th percentile in the
three tests if he "tries hard," "shows improvement," or "does his best."
The National BSA Advancment Policies and Procedures booklet (#33088A,
1997 revision), states on page 13, "No council, district, unit, or
individual has the authority to add to or subtract from any advancement
requirement." And on page 14, where merit badges are discussed, the
booklet states, "scouts must be tested individually, and they must meet
all the requirements."
So when Reqmt. #7 for the Personal Fitness badge states, "Be evaluated
above the 50th percentile in the aerobic endurance test, flexibility
test, and muscular strength test", this is exactly what the scout must
do. Alternatives such as "trying hard," "showing improvement," and
"doing his best" do not satisfy the requirement.
Yes, it may be necessary for a scout to spend several weeks, or even
months, improving his physical condition prior to being able to complete
Reqmt. 7. In any case, he must score above the 50th percentile in order
to earn the Personal Fitness badge.
