What do you do with boys with asthma or other breathing disorders that may not
be able to ever met the 50th percentile. I'll admit that I have not read the MB
book as this hasn't been an issue to me until now. If it's covered, I
apologize.

Well, I don't know that I can call myself well-informed since I don't
have my MB book here with me, but I'll give it my best shot :-)

This is Req. No. 7, right? Then No. 8 asks that he make up a fitness
program and follow it. When I first read these requirements, I felt
as you did that the Scout had to place in the 50th percentile before
doing an exercise program. Personally, I felt this was asking a bit
much for many of our boys today, and then I realized that the
requirements do not need to be done in numerical order.
The way I interpret the requirements and counsel the badge is that
the ideal is for the boy to reach the 50th percentile or better
before he can earn the badge. Some may test at that level on the
first try, some others are not so fit and will be well below, and
some boys are just not built for flexibility, aerobic capacity or
abdominal strength. The object of the badge is to get the physically
fit boys to make a habit of good health, and to get the
not-so-physically fit boys up to an average level and encourage them
to stay there. So, I test them on Req. 7, have them draw up and
follow a fitness plan according to Req. 8, and keep them at it
for 4 weeks or till they hit the 50th percentile.
And if you take a hard look at the percentile tables, it doesn't seem
to take a great deal of improvement to reach the 50th. If I recall
correctly, shaving 7 seconds off the 1-mile run takes a boy up about
15%.
Anyone else have any other interpretations? (these MBs can be sooo
ambiguous at times)
