Why? The time for Eagle is 6 mos. That's plenty of time to finish a project.
Any boy who does his Life BoR by 10/1/98 has the chance to make Eagle under
the old requirements (well, since it's BoR by 4/1/99, maybe add a week to one
scheduled).
