Simple reason. From the Exploring Reference Guide:
"Boxing and Karate and other forms of martial arts are not approved
activities for Explorers. Judo may be an approved activity only
under the supervision of a qualified trained supervisor."
Even though you state that no contact is made, both boxing and
karate are contact "sports", and the BSA doesn't want any more
lawsuits than they can handle now.
