Nothing. You can continue to award that merit badge to the Scout
that has earned it. The border color denotes a "required" merit
badge. Safety at one time was required...still is used as a
required merit badge. New merit badges will be produced with the
green border later onward.
We had this same problem with Cooking and Camping when they
switched from required to non-required and with other merit badges
like Conservation of Natural Resources. I earned the merit badge
before it went off the merit badge listing and was replaced with
Enviormental Science....the badge I have has a green border around
it, even though at the time I earned it, it was a required badge
for Eagle.
I wouldn't be so concerned with the border color as I would in
getting Scouts to meet the new requirements for Eagle at their
earliest opportunity.
When a Scout goes before a Board of Review (BOR), he should wear
his merit badge sash but isn't required to do so. The records will
be in the hands of the Board members, so it doesn't matter if the
merit badges had silver, green or brown borders...as long as the
Scout met the requirements and have earned the badge.
