A long help request

I am hoping the list members can help me with what might be a personal problem - it is Scout related and doesn=92t concern the 3G=92s.

About two years ago my wife served on the brainstorming committee to determine what the Cub leaders would want if the Council were to build a Cub World.  She asked me to supply ideas and drawings for some of the sites and I was happy to help.

This year an implementation committee was put together and again included my wife, a number of representative of local construction firms and a few others.  They looked at several potential properties south of Columbus, but after considering costs and population densities decided to use an existing camp as the proposed Cub World site.

Camp Lazarus is unique in the Simon Kenton Council.  It recently celebrated its 75
th anniversary and is the only Council property that may have had Baden Powell walk on it.  It was the site of Boy Scout summer camp in its early years and has been the site of many District day camps. It is also the site of the only large structure, the Exchange Lodge, for having more than 80 people sleep over night in a single cabin.  In the last few years it served as the site of the fledgling Cub resident camp, a Cub trainer Wood Badge Course and several Leader and Junior Leader Training Conferences.  When the Council President suggested two years ago that the camp was too valuable to keep and that it should be considered a salable property, I and a very large number of present and former Scouts and Scouters were horrified and started to mount a vigorous campaign to keep the camp. When he stepped down the sale of the camp started to fade.

Before the rental of a large portion of the property to an outside organization, logging of all the oak, maple and chestnut trees over 20" in diameter, and the institution of weekend Cub programs, Camp Lazarus may have been the most heavily used camp in the Council for Scout, District, Training and OA programs. 

I had suggested Camp Lazarus as a potential site for Cub World and drew up a site location plan that would easily fit all of Cub World on the south side of the camp.  This would localize the 7 areas in easily walk-able locations, would provide separation and privacy for each site,  would provide for the parking suggested by the committee, would have a separate off-highway entrance, and would allow the Council to maintain and develop the rest of the camp for Boy Scout and Training usage.   However, this would require ending the lease to the outdoor adventure company which has established itself in this area.  The Cub World committee has chosen to convert all of un-rented portions of the camp into Cub World.  This is a significantly larger camp than requested by the visioning=20 committee.

I need to know from the list:
In other Councils where a Cub World program was implemented,
1. Was it successful enough to occupy the camp year round?
2. Was there an option for use by both Cub Scout and Boy Scout units after summer camp was over?
3. Was the Cub World a replacement or an addition to the Council=92s camping property?
4. Were any restrictions implemented for renting parts of Cub World by Scouts or other camps by Cubs when Cub World was opened?
For anyone in the state of Ohio, have any Council camps had entrances closed because the State Highway Department wanted to eliminate left turn access on divided highways?

What is the legal and financial experiences of other Councils that have leased a sizable portion of one of their camps to a private organization which according to the terms of the lease is the primary occupant during the period of the lease?

Thank you for your assistance in helping me sort out what has become a very emotional issue, for me at least.
