I certainly can't speak for every congregation or denomination, but many
religious groups consider their various activities as "ministry" without
proselytizing. Many churches run soup kitchens, after school programs,
clothing collections, food banks, etc. as a ministry. The goal is to serve
the people affected by the ministry. If people are drawn to the church as
part of the ministry, that is an extra benefit, not necessarily the main
goal.
