Paul,
My take, as a summer camp Program Director, is that something like
this should never have been allowed to happen. The area director (a.k.a.
the Aquatics Director) should have taken care of the situation as soon as
possible. I think that the Camp Director acted unprofessionaly in
dismissing it as something that could turn into a law suit.
As a camp administrator, All I can picture is you at the next
roundtable when someone asks you how summer camp went and you say, "Well,
just fine--except for the crossdresser." The impact of this made on you
has the ability to impact many other Scoutmasters, Troops, and Scouts down
the road.
IMHO, the best way to handle the situation would have been for the
Camp Director, Program Director, and Scoutmaster to sit down and talk about
what happened. The next step would have been for the Program Director to
talk to the Aquatics Staff. Of course, the final step would have been for
the Camp Director and Program Director to come yourself and the rest of
your leaders and explain that the situation had been handled.
Of course, I wasn't actually there, but from what I can tell in
your post, I would have handled the situation as described above.
