BSA is directly telling the UUA what it can say to UU youth who are also
members of the BSA. It should be remembered that the publication we
are discussing is not the Boy Scout Handbook. It is a publication of the
Unitarian Universalist describing the requirements for a UU religious award.
The intended audience is that subset of the BSA that are UU and the actual
readership is a very small subset of that number. Therefore, the BSA is
"in effect" telling the UUA what they can say to its youth.
