Dave,
I do not believe that the primary purpose of den meetings should be
working on advancement. And parents should not expect their sons
to advance just by attending den and pack meetings.
When I was a CM, I told the parents and den leaders that advancement
was up to the individual families. After all, many of the requirements
for Wolf and Bear are designed to be done at home or with the family
and cannot be done in a den meeting. Requirements such as planning
a family meal, going on a family outing, going to church with your
family.
I think a good plan is for the den leaders to mix fun, games, crafts,
songs, and an introduction to the different advancement requirements
into the den meetings. My wife sent home homework assignment
with her den. For each requirement, her den would do some of the parts
in the meeting and the remaining parts were expected to be finished at
home.
Work on Arrow point activities may start at ANY time. Besides, that's
where some of the most fun is. I'd encourage dens to mix in arrow
point activities throughout the entire year.
