I would have summoned up my courage and approached the gentleman and said,
'hey, friend, I have a problem I need your help with.
"Your appearance is causing concerns among some parents and could possibly
damage retention of kids in my Troop and others. How those parents respond
is their problem, not yours, but keeping kids in the movement is our
problem, yours and mine.
"Have you considered the effect on those kids in your own decision-making?"
Could have provoked quite the conversation.
"Get off the beach, you miserable f-g--t" would of course be far less
productive.
Not that there necessarily is any solution to this one.
