The reason that LDS Troops can not use Women in their Boyscout program is
"CHURCH POLICY"
Boy Scouting IS the youth program of the Latter Day Saints, Thier church
policy is that the boys program should be for boys to become men and not
be under the direct influence of thier mothers.
