WHY?

Our church sponsors a Karate outreach ministry that meets twice a week.
There are know fees involved and most of teh members are teenagers. Why
can't I get anyone in exploring interested in it? I think it would be a
great way to promote scouting further in our community.
Keep in mind we are self defense and no contact. The chief instructor is
a pastor of a Lutheran church.
Please help.
