No FOS No SNS

We have a new DE and she pick a great way to start. At the school night for Scouting orientation she told the units that if you unit does not participate in FOS you unit can not participate in school night. She remarked that "you signed up for this when you signed you charter".
Does any one know if this really is a rule and where is it written.
