Every camp I've been to offered a non-sectarian Sunday service that
concentrated on Scouting values rather than religious principles. If a Scout
felt it was contrary to his religious principles, he was not made to attend.
As for praying before meals, again every camp I've been to offered a simple
"moment of silence." Each helps to satisfy a Scout's duty to God without
imposing any particular religion. Granted, your mileage may vary. Not every
situation is ideal, unfortunately. If we find more of the former and less of
the latter, perhaps this is something we need to examine.
