Parents camping

My CoR has asked that I bring something to the Collective, for your input:
Currently, our troop as zero parental support, outside of attendance at
Courts of Honor. We had, for the first time this year, 4 families come to
parent's night at camp. None of our scoutmasters (including myself) have
kids old enough to be in scouting (I have the oldest child, and he's almost
5).
We need to involved parents more. This we know. As we are an LDS troop, we
are limited in what moms can do, especially camping. Dads are where we are
to turn for camping support, which is what we need the most (I'm not posting
this to start any sort of discussion about LDS rules. Just accept them as
they are in answering my dilemma).
We are considering at our fall kickoff parents night in ten days requiring
that one dad attend every campout. Rotation throughout the year. Boys
without a "dad" at home or in the same city can ask another male relative,
who needs to meet with the Committee Chair before going on the campout (so
at least we know this guy from Adam).
Our CoR has a couple of concerns, before he presents this himself to the
parents:
1) how many other troops "require" this, versus encouraging parental
involvement?
2) what methods have been successful in "encouraging" involvement?
3) have any troops had boys/families leave the program because the parents
refused to do anything with the boys (we have already had one, earlier this
year)?
4) Any other thoughts and suggestions about getting stronger parental
support?
We are a troop of 22 boys, 4 adults, with a strong recruiting plan for this
fall. We want to get something in place before we start recruiting, so the
new boys/families come in the it in place.
