Arrow of Light controversy

Yes, I know, the Arrow of Light requirements have been discussed on Scouts-L
many, many times before. However, at our District "Program Kickoff" last
night our District Commissioner made a very firm and definite statement that
"A Webelos Scout can not earn the Arrow of Light Award unless he _joins_ a
Boy SCout Troop". Now I know that we have discussed this and it seems to me
that most of us agree that this is not true. The requirements for AOL say
that the boy must fill out an application, have it signed by his parents and
show it to his Webelos Den Leader. It never says that the boy has to join
Boy Scouts. So, does anyone have an actual BSA clarification of this, or can
anyone point me to the person in Irving, Texas that I need to contact to
have my DC straightened out on this?
