This suggestion came from the list some time ago:
SM sits in on all conferences.
One or more ASMs are included.
They meet with the boy and our SM leads the discussion with ASMs mainly
listening and possibly providing helpful information. At the end the
boy steps away and they decide whether the boy is to be presented to the
board as completed on his work.
It is somewhat like a SM BOR in that it allows the ASMs who work closer
with the boys more input into such as scouting spirit etc. It also
keeps down the "you are being too easy on the boys - you are being too
hard" problems as well as "Mr. ### told me x y z in my SM conference"
when what was really said was "a b c"!
