One of the things that Todd didn't mention regarding tour permits in
Indianhead Council that the tour permit is part of the application to use
camp facilities--in that part of the country, the demand for facilities is
so high that you frequently have to reserve well in advance of your visit.
And, when you check into camp, the camp rangers will ask for your form!
