Tour Permits

I noticed an interesting line in a recent posting that implied all of us
who have master lists of the Troop drivers and their vehicles on file at
our local council offices are subverting regulations and cheating on the
Tour Permit application. I find this very interesting. It implies a very
un-Scout-like decision was made and acted upon.
In our case the opposite resulted in putting a master list on file. Each
year at the Troop picnic which ends the summer and signals the start of a
new Troop year all the potential drivers - all the families are requested
to fill in the information for the driver's resource list. For our Troop
when I was SM this included the make and type of car, the driver's license
ID number, their insurance carrier, the level of insurance coverage, the
number of seats with seat belts, and the ability to tow a trailer. This
list was updated at charter time in January and the information was
colllected as each Webelos family crossed over.
We did this to ensure that all drivers had the appropriate coverage, were
aware of the seatbelt rule and no driver was missed for an activity. Simon
Kenton Council officially approved of this approach and tried to get as
many units to do the same. (We did not originate this idea but followed
their guidance as it appeared to make sense.)
Given my knowledge of the Tour Permit requirements and reasons for filing a
Tour Permit I do not see how this can be construed as cheating or
subverting the process.
1. There is a consistant attempt to provide safe, insured transportation to
all events.
2. All drivers are informed of the license, insurance and seat belt
requirements.
3. All drivers are listed on the form on file.
4. There is evidence for a consistant effort to provide for adequate
planning for the event in the details on the Tour Permit.
5. The Tour Permit can be filed when the event planning process is complete
and does not have to wait on the identification of the specific drivers who
will be participating. Thus insuring sufficient time for Council to review
the permit.
IMHO this is following the reasons for having a Tour Permit - to insure
safety is considered in event planning and to provide protection for youth
and adults alike.
