The best I can tell you is to try to use local resources to scare up
someone who is qualified to do the badge and if he or she is willing to
counsel the badge, ask him or her to register with Scouting, as a
counsel for the district of council. There is no fee for folks who
register solely as MBCs, and the paperwork is minimal.

Surely in your areas, with the local schools and universties, or even
the military, there is someone who could counsel every badge going.
