Policy question about Scouts driving

Time to raise another policy question. Are scouts allow to drive to
scouting activities and transport other scouts?
Specific example: A scout is having an Eagle project. Far more scouts are
present than adults, so several scouts drive from the Church to the Project
location, bringing additional scouts. The parents / leaders attending also
transport some scouts, but are limited by the number of seatbelts in their
cars.
Right or wrong, I had always thought that only adults, 21 or older were
permitted to transport scouts to/from a troop activity. It's not that I
don't trust these young drivers, many are quite good drivers, better than
some of the adults I see every morning. I am strictly concerned about the
Troop liability, as well as these drivers liability. God forbid, they have
an accident, would our insurance cover it? Would our insurance cover the
potential lawsuit that would follow?
Please advise as soon as possible.
