Do you really need to make a new "rule", when you have one
problem individual? My suggestion would be to address the
problem at its source. You and the troop committee chair
should sit down with the adult in question and discuss the
situation. While this might be the harder thing to do, it
has the best chance of helping the troop as a whole. Take
the opportunity to TELL THE INDIVIDUAL WHAT THEY HAVE DONE
WRONG. Tell him what BSA expects from adults on trips.
Give him a chance to change. If he then storms off in a
huff and refuses to participate, you are no worse off.

If he seems to agree with the aim of the program but can't
control his personality on the next outing, simply tell him
that you welcome his help in the troop, but not on outings.
You are the scoutmaster, and as such are in charge of all
of the adults on any trip.
