With the utmost respect, I beg to differ with Kathy on this one. Earlier this
year I asked our DE for clarification on driving rules. The issue was whether
older scouts (16-17 YO's) were allowed to drive other scouts to or from
regular troop meetings.
The GSS gave rules that related to trips and activities. It does not mention
regular troop meetings. Since the GSS gives differring rules between regular
meetings and troop activities, there was a question by our committee as to
what the liability of the troop was.
I also posed the question here on Scouts-L, and got almost as many different
answers, as answers. My DE (brand new, hasn't beenn broken in yet :-) ) tried
hard to do his job. He received a different answer by everybody he asked at
Council. Finally, he was told that it was covered in the GSS, and he was to
make a copy of the relevent page and pass it to me. Is everyone here familiar
with the term. "Catch-22?"
I still don't have an answer to my question, but our committee voted to tell
the Scouts that they are not allowed to drive each other to, or from,
meetings. They feel that, right or wrong, they would rather err on the side
of safety.
The point is, at least in our Council, clear and concise answers are hard to
come by.
