New Rules for Local Tour Permits?

A number of people are stating that
"If you have an activity somewhere other than where your unit normally
meets, you have to file a tour permit."
So, if the troop has a cook-out dinner and Court of Honor at a parent's
house (which isn't the normal troop meeting place) and everybody meets
there (with associated families) that a tour permit is required?
