JOTA involves the use of FCC licensed HAM facilities that are not
generally available to either the Scouts or a putative adult molester.
Communication is in a supervised context. That is, even if a would
be molester were able to access a station for JOTA, the rules which
permit unliscensed Scouts to use the airwaves **require** that
licensed HAMs in control of the conversation at both ends. (See FCC
regulation 97 part B for the details -- look under "control operator"
and "third party traffic")
Molesters need secrecy. HAM frequencies which are monitored by both
government and volenteer organizations and a context where the Scout
is physically in the presence of a liscensee are not likely to be to
their liking.
Consider that my club uses its club callsign for its support of JOTA.
If someone wants to use the callsign to track a child down, all they
would find is the address of the trustee, a cop as it happens.
