Absolutely not! Ask your committee chairman if he ever did anything
as a child that he later regretted, or was punished for.
By the same token, I would say that this scout should not be allowed
to camp without PARENTAL supervision. But then I don't know the
scout in question to know whether or not this was an isolated
incident or a pattern of behavior.
