I only see 2 issues:
1. What's best for the other boys in the Pack? Is the boy really
uncontrollable ... meaning he presents a physical danger to the Pack? If so
(and I can't imagine this is so), then the boy could not be allowed to be
free in polite society.
More likely is that the boy may need close supervision ... meaning that
perhaps he can't go on outings without a parent of guardian. Further, that
parent or guardian may need to be dedicated to watching the boy ... meaning
that the father could not be Cubmaster if he must "watch" his son.
2. What's best for the stone-throwing boy? Structured Scouting activities
sounds like a _great_ thing to help this (and any!) boy.
