IMHO treat the behavior as if it was any other scout! Yes the child has
problems
however he needs to learn the limits of tolerated behavior. I would not
remove the boy from the pack
that is over reacting ( if this is the only incident) However the CC
should not have been in charge,
Remember pack organization

boys are responsible to their den leaders including the assistant
leader.
This is why Den leaders receive age appropriate training in den leader,
and Webelos leader training. Committee training does not include age
appropriate activities and age characteristics.
Den leaders are responsible to the Committee, not the CC
On a Pack camp out Each boy is camping with his parent or
guardian, If this scout had no parent or guardian with him then BSA
Policy was violated. Even if the pack was just visiting for the day,
the responsible leaders should have been the Den leaders, not the CM and
especially not the CC
Finally a "militaristic" discipline is inappropriate for cub
scouts at almost any age.
