In ansawer to you first question, T- shirts are approiate if the activity
is not approiate for "dress" uniform, ie if the troop is going to play
capture the flag, basketball or some other activity that might tear, soil
permenatly, or other wise damage the "Dress shirt". I have been involved
with three troops and they have all used the same criteria
Uniform for the meeting part where you sit and work, T- shirts for the
activity. This means that the bioys often wear thier troop T under thier
Uniform shirt.
Second question, Travel
If you are not in uniform, my council at least, will say the insurance is
not in force (ie. you are not traveling as SCOUTS)
