Troop tshirts as uniform

we just got our first Troop T-shirts and they look pretty darn
sharp!................now the question, the new SPL came to me to
informally tell me he wants to talk about having the Troop t-shirt as the
*designated* uniform...............I told him he could present the idea
at the next Committee meeting and we didn't discuss any
details.............
now, what I need, is some idea of guidelines as to when the t-shirts are
appropriate..........we have always allowed BSA t-shirts in the summer
but not during the school year.............would it be appropriate to
have 1 night a month designated for t-shirts?..............and also, does
wearing a t-shirt during travel to and from an activity cover us the same
as wearing the class A uniform?..............anyone with any experience?
