New Rules for Local Tour Permits?

I just went to our district's kickoff Roundtable last night and got news
of a new policy change. Our Council Exec was there and was explaining
some new rules for local tour permits.

The way he explained it, we now need a local tour permit not only when we
leave the geographic boundaries of the council, but now also *anytime* we
have an overnight activity! This covers all overnight campouts no matter
where they are -- whether at the council camp or the troop's favorite
private campsite.

I can see already that this is going to be a royal pain, but tell me: Did
this braindead policy come down from National, or did our local braintrust
come up with this?
