At the Naval Academy this person is known as the anchorman. According to
tradition he or she collects a dollar from each of the other graduates. Of
course, immediately after they leave the graduation ceremony, they are
Ensign or Second Lieutenant XXXX. A number of famous Admirals and Generals
graduated at the bottom of their classes at Annapolis, West Point or
Colorado Springs. There is more to a person than their class standing or
number of badges earned.

How many merit badges they earn or at what age they finish the Eagle
requirements does not necessarily reflect what type of Eagle Scout they are.
It is the character of the young man that matters. When I am a member of an
Eagle Board of Review, I'm more interested in the candidate's ideas and
opinions, his experiences, what he liked and disliked in Scouting, etc.
Sure we check that he met the requirements, but that is all we check. Any
merit badges above the minimum don't appear anywhere on the Eagle
application.
